Masters thesis based on the provision of electricity by Manitoba Hydro to remote, isolated communities in northern Manitoba using isolated, on-site, small scale diesel capacity. Reviews the historical growth of the diesel electrical market, its rate structure and operations; assesses the present revenue significance of Native residential and federal government consumption to Manitoba Hydro"s diesel operations; and, determines whether there is an economic basis for a negotiating strategy aimed at obtaining equivalent or upgraded service at lower cost.
